Mendota Invest, part of the OTP Group, has signed a €134 million contract with construction giant Strabag to build the southern section of the landmark Emonika project in Ljubljana. The development will include Slovenia’s tallest office tower, a shopping centre, and a hotel, transforming the area around the city’s main railway station.
A New City Landmark in the Making
The southern part of the Emonika development will feature a 100-metre-high office tower rising 23 floors—set to become the tallest in Slovenia. Alongside it, a 22,000-square-metre shopping centre will host over 80 retail units, topped by a 200-room hotel with a rooftop terrace offering panoramic views of Ljubljana.
Below the complex, a four-level underground car park will provide around 850 spaces for office tenants, shoppers, and hotel guests. Construction on this ambitious phase is scheduled to begin in October 2025 and is expected to take just over two years to complete, Property Forum reports.
Expanding Emonika’s Vision
This is Strabag’s second major contract for the Emonika project, following its earlier appointment for the northern section. With this latest deal, the total value of Strabag’s involvement rises to €230 million.

Once completed, Emonika will span 190,000 square metres of gross floor area and become Slovenia’s first large-scale mixed-use urban complex, integrating residential, office, retail, and hospitality functions. All buildings will be developed in line with BREEAM sustainability standards, setting a new benchmark for modern, green city design.
