Bucharest: Europe’s Affordable Business Hub in a Time of Rising Rents

FM newsroom – office market, Romania. Amid surging office rental prices across Europe, Bucharest stands out as one of the most cost-effective capitals for businesses seeking modern office spaces.

Bucharest Ranks Fourth in Affordability

Bucharest has secured the fourth spot among Europe’s most affordable business hubs, according to a new report from BNP Paribas Real Estate. The Romanian capital’s prime office rent is set at €246 per sqm annually (€20.5 per sqm monthly), making it significantly more accessible than many Western European cities. Only Tallinn, Vilnius, and Nantes offer lower prices.

“In a European context where office rents continue to rise, the stability of the Bucharest market and generous commercial incentives maintain the capital as a solid option for companies looking to optimise costs without compromising on space quality,” Nicolae Ciobanu, Managing Partner – Head of Advisory at Fortim Trusted Advisors explained to Businessforum.ro.

To illustrate the gap, Ciobanu noted that one month’s rent for a premium office in London equals almost nine months in a prime Bucharest building.

Stability Amid Falling Demand

While most European cities have seen an average 3.7% increase in office rents over the past year, Bucharest has remained stable. Landlords continue to sweeten deals with free rental months and contributions to office fit-outs, further strengthening the city’s competitiveness.

However, the latest data shows signs of a slowdown in demand. In the first half of 2025, new office leases totalled 62,392 sqm, a sharp 29.5% drop compared to the same period in 2024. Analysts suggest this decline reflects a more cautious approach from companies navigating uncertain market conditions.

Despite this dip, Bucharest’s affordability and favourable leasing conditions ensure it remains an attractive destination for businesses looking to expand or relocate in Europe.
